A few years back, Tennesseans approved and the legislature implemented a state lottery to provide scholarships to college for Tennessee high school graduates. At the time, the standards for getting a scholarship were relatively high, though not as high as other states. But the retention standard was lower than other states. But over time, appealing to the “something for nothing” mentality that now pervades our culture and a political fear to show enough leadership to say “no,” the legislature began to lower the entrance standards and raise the scholarship amounts. With a recent report, we now have to ask if the legislature took a gamble and may have “lost their bet.” |
